According to this AFP analysis, the veto of the election law by Sunni VP Tareq al-Hashemi has backfired. His veto was intended to secure more votes for the Sunnis of Iraq, especially those who were forced into exile (either internal or external) by the sectarian blood-letting of 2006-2008.
